House committee approves 5-year farm bill

(AP) ? The House Agriculture Committee has approved a five-year farm and nutrition bill that gives farmers new ways to protect themselves from bad weather and poor prices and slices about 2 percent off the $80 billion the government spends every year on food stamps.

The 35-11 committee vote comes three weeks after the Senate passed its version of the half-trillion-dollar bill and shifts the focus to the full House as Congress seeks to come up with a consensus bill before the current farm bill expires at the end of September.

House Republican leaders have shown little enthusiasm for taking up legislation that faces opposition from conservatives who say it is too expensive. Democrats, meanwhile, don't like the cuts in food stamps.

The bill costs nearly $100 billion a year, with 80 percent devoted to food stamps ? the Supplemental Nutrition Assistance Program.

The House legislation would save $3.5 billion a year from current spending levels, with $1.6 billion coming from tightening rules for food stamp beneficiaries. Savings in the Senate bill are $2.3 billion a year, of which $400 million comes from the food stamp program.

While the House legislation, like its Senate counterpart, envisions major changes in farm safety nets, the most heated debate during the 15-hour committee meeting was on food stamps. Amendments by both Democrats to erase reductions and Republicans to increase those cuts failed.

The panel defeated, on a 31-15 vote, a proposal by Rep. Jim McGovern, D-Mass., that would have eliminated all the proposed cuts to food stamps. The cuts, he said, would deprive some 2 million to 3 million people of food assistance and would "literally take food away from hungry people."

But Republicans pointed to the sharp rise in beneficiaries, from 19 million in 2002 to 46 million a decade later, and current policies that encourage further enrollment as a means to stimulate the economy or fight obesity by promoting healthier eating. The proposed House cuts would target practices by many states of waiving food stamp asset and income limits for people receiving other welfare benefits or giving minimal heating aid to people so they are eligible for increased food stamp assistance.

The committee chairman, Rep. Frank Lucas, R-Okla., stressed that no qualified people would be deprived of help. "I believe most Americans will agree that a 2 percent cut in food stamps is reasonable," he said.

The top Democrat on the committee, Rep. Collin Peterson of Minnesota, also voted against the McGovern amendment, saying that while he was concerned about changes to nutrition programs in the bill, "I understand that these are the cuts that need to be done" to get the bill through the committee and the House.

Later, half of the 26 Republicans on the committee joined Democrats in a 33-13 vote to defeat an amendment by Rep. Tim Huelskamp, R-Kan., to double the food stamp reductions to $3.3 billion a year. Several Republicans acknowledged that deeper cuts would make it more difficult to reach a compromise with the Democratic-led Senate.

The House bill also differs from its Senate counterpart by preserving a price support program that pays farmers when prices fall below certain levels. The target price system is favored by Southern rice and peanut farmers, who objected to the elimination of price supports in the Senate bill.

The House measure gives farmers a choice between the price support program and a taxpayer-paid revenue protection program included in the Senate bill that compensates farmers for modest revenue losses before subsidized crop insurance kicks in. The need for a strong safety net program became more pronounced as heat and drought threatened to seriously damage the Midwestern corn crop.

The committee also:

?Defeated, by 36-10, an amendment by Rep. Robert Goodlatte, R-Va., that would have brought changes to federal sugar policy that for eight decades has protected beet and sugarcane growers and sugar refiners by controlling prices and limiting imports. Goodlatte argued that government supports drove up prices, forced food companies to move overseas and cost jobs. The amendment was pushed by beverage companies, confectioners and consumer groups. Supporters of the current policy said it did not cost the government anything and protected producers from a surge in Mexican or Brazilian imports.

?Rejected, by 29-17, another amendment by Goodlatte and Rep. David Scott, D-Ga., that would have removed a requirement for dairy farmers participating in a new voluntary risk management program to also agree to be subject to supply management controls where they would have to cut production when surpluses drive down prices.

?Approved, by voice vote, an amendment by Rep. Steve King, R-Iowa, that would bar states from regulating how agricultural goods are produced so as to restrict access to goods from other states. Examples cited were how states might set rules for the treatment of poultry in egg production.

?Defeated, by 25-20, an amendment by Rep. Vicky Hartzler, R-Mo., that would have eliminated a proposed Agriculture Department catfish inspection office. Opponents of the new office said its real goal is to protect U.S. catfish growers from imports. The Senate approved a similar proposal.

?Approved, by voice vote, an amendment by Rep. Jean Schmidt, R-Ohio, that prohibits people from claiming medical marijuana as a medical cost for the purpose of determining food stamp eligibility. Schmidt also won approval of two amendments dealing with the efficacy of products alleged to combat bed bugs.

'Flight Of Fancy' Steampunk Ballet At 2012 Capital Fringe Festival (PHOTOS)

WASHINGTON -- An aviator in toe shoes whirling around to the music of Edward Sharpe. Two young women in love, dancing on a table. Headlamps. Somersaults. A hot air balloon. These are among the eclectic elements that will appear onstage when the Capital Fringe Festival presents "Flight of Fancy," a "steampunk ballet" from MOVEius Dance.

The show is the brainchild of choreographer Kathleen Howard. An accomplished dancer who also works as an animator, Howard said she hopes to celebrate creativity by incorporating many different arts forms into the show.

Tying it all together is the steampunk genre, which embraces futuristic fantasy with a Victorian style.

"There's a sense of possibility, of people using their minds to come up with things, even if some are wacky," Howard told The Huffington Post. She envisions steampunk as a battle against homogenization, and the characters in her ballet are all defiantly unique.

The loosely-defined storyline in "Flight of Fancy" follows an enterprising young woman known only as "The Aviator," an Amelia Earhart-style figure who embodies human ingenuity. The Aviator travels through a drab, conformist landscape, bringing joy and rebellion to everyone she meets.

The choreography is a melange of different forms, including classical ballet but also more modern, free-flowing styles. And unlike many traditional ballets, where the set consists of a flat background, Flight of Fancy allows its dancers to interact with their environment, including leaping onto tables and jumping on sofas.

The MOVEius company also incorporates contemporary music that reflects and entwines with the storyline. Indie classics from Arcade Fire and Lykke Li make an appearance, as do the Kinks and Florence and the Machine.

Howard sees the incorporation of modern music as one way to appeal to new audience, including people who might be intimidated by traditional ballet.

"We need to find ways to open up to new audiences. Bringing in [popular] music is one way to do help people get over that initial wariness of ballet," Howard noted. More importantly, she wants the ballet to uplift and enlighten viewers.

"There are so many depressing modern pieces out there. I think we've all had our fill."

MOSCOW (AP) -Pep Guardiola, Marcello Lippi and Rafa Benitez are on a list of 13 candidates to become Russia's next national team coach.

The Russian football federation said Tuesday on its website that Fabio Capello, Harry Redknapp and Marcelo Bielsa will also be considered, as will former Russia coaches Anatoly Byshovets, Valery Gazzayev and Yuri Syomin.

Dick Advocaat quit as coach after Russia was knocked out in the group stage at the European Championship last month. The Dutchman has returned to lead PSV Eindhoven for a second stint.

Guardiola recently stepped down as Barcelona coach after winning two Champions League titles in four years, Lippi won the 2006 World Cup with Italy and Benitez led Liverpool to the 2005 Champions League trophy.

Capello stepped down as England coach before Euro 2012 and has managed Real Madrid and Inter Milan, Redknapp was fired last month from Tottenham while Bielsa currently coaches Athletic Bilbao.

Symomin, currently at Dynamo Kiev, stepped down as Russia coach after failing to qualify for the 2006 World Cup. Gazzayev coached the national team in 2002-03 and Byshovets led Russia in 1998 - 10 years after guiding the Soviet team to Olympic gold.

Other Russians on the list are: Valery Nepomnyashchy, who led Cameroon into the quarterfinals of the 1990 World Cup, current Russian under-21 manager Nikolai Pisarev, Andrei Kobelev and Yuri Krasnozhan.

Kids get to swing golf clubs with pros

BUFFALO, N.Y. (WIVB) - Monday was a perfect day to hit the links and some lucky children in Buffalo got their first chance to get free lessons.

The future Tiger Woods or Michelle Wie could be in western New York. And some day, they may thank the Clubs for Kids program for getting them started in the game of golf.

Professional golfers teamed up with the Buffalo Police Athletic League for the annual junior golf program. Every summer, inner city youth meet with the golf pros at Delaware Park for lessons. They learn the full-swing, how to drive a golf ball, chipping and putting. And at the end of the lesson, the kids are given a golf club to take home.

PGA Board Member Matt Clark said, "It's been going on for eight years; that's how long I've been doing it. It's a chance for PGA pros to work with the Buffalo PAL, getting the kids out here getting the kids some instruction. We go out on the course play a few holes, they get to see professionals play and we get to give them clubs at the end."

The pros spent three hours with kids. More than 75 children took part in the program and all the golf clubs are donated for the kids.

Cruise, Holmes reach settlement in divorce case

NEW YORK (AP) ? Tom Cruise and Katie Holmes reached a settlement on Monday, legally sorting out their divorce with the same speed that kicked off their much-scrutinized romance seven years ago.

Just as Hollywood was settling in for what was expected to be a long and nasty separation, lawyers for the couple said the pair settled less than two weeks after Holmes unexpectedly filed for divorce.

"The case has been settled and the agreement has been signed," Holmes attorney Jonathan Wolfe said in a statement. Cruise's attorney, Bert Fields, also confirmed the settlement in a statement: "Tom is really pleased we got there and so am I."

Representatives for Holmes and Cruse declined to elaborate on the agreement. Wolfe said in a later statement that terms of the settlement were confidential and will not be disclosed.

"We are thrilled for Katie and her family and are excited to watch as she embarks on the next chapter of her life," the statement from Holmes' attorney said. "We thank Tom's counsel for their professionalism and diligence that helped bring about this speedy resolution."

In a joint statement, Cruise, 50, and Holmes, 33, asked for privacy for their family with 6-year-old daughter Suri.

"We are committed to working together as parents to accomplish what is in our daughter Suri's best interests. We want to keep matters affecting our family private and express our respect for each other's commitment to each of our respective beliefs and support each other's roles as parents," read the statement from Cruise's publicist Amanda Lundberg and Holmes representative Nanci Ryder.

The resolution was notably quick, particularly in Hollywood terms. By way of comparison, Kim Kardashian and Kris Humphries are still negotiating a divorce for an August 2011 marriage that lasted less than three months.

"A quick settlement indicates that they were able to agree that they'll both do some co-parenting," said Steve Mindel, a managing partner in the Los Angeles firm Feinberg, Mindel, Brandt and Klein who has handled bi-coastal divorce cases.

Mindel said the next step would be for Holmes or Cruise to file to have their status changed to divorced, but that the actual financial and child custody details won't get filed in court unless there's some later dispute.

The rapid settlement saves the couple from a public battle that was sure to be covered vigorously by the celebrity news media, which had already shifted into hyper-drive.

In the already voluminous tabloid reporting, Holmes had been portrayed with overwhelmingly more sympathy. The emerging narrative, whether true or not, was of a locked-away Holmes breaking free from the servitude of a strange, corrupting marriage.

Us Weekly reported that the couple "fought viciously" over Scientology parenting. The Daily News trumpeted Holmes entering "a new phase." A TMZ headline blared "Tom treated me like a robot."

That may also be the most convenient view of a relationship that even at its start spawned "Free Katie!" T-shirts. In 2005, the couple publically announced their relationship in Rome, famously celebrated it on "The Oprah Winfrey Show" and got engaged on the Eiffel Tower in Paris. They were wed in Nov. 2006 at a castle in Bracciano, Italy.

Fields has said they were letting "the other side play the media until they wear everyone out." The Church of Scientology, too, didn't want to be portrayed as the schism between the couple.

The quick settlement and joint statement may put out some of that fire.

"I don't think either of these high-profile celebrities want their dirty laundry aired in technically a public forum," said Russell I. Marnell, an East Meadow, N.Y.-based divorce lawyer who's also licensed in California. "Those kind of factors certainly would lend themselves to try to encourage a resolution."

Cruise has two children with his previous wife, Nicole Kidman. The actor was also previously married to Mimi Rogers. This was Holmes' first marriage.

Their divorce case lasted less than two weeks, but Mindel said that's not uncommon for high-profile breakups: "There's too many incentives on both sides of the equation for settlement."

When actress-singer LeAnn Rimes' husband filed for divorce in December 2009, it only took a day before the couple filed a judgment. Actor-comedian Russell Brand's divorce from singer Katy Perry took a little over a month to resolve, while director Cameron Crowe and singer-guitarist Nancy Wilson resolved their 2010 divorce in less than three months.

Cruise and Holmes may have saved more than just their dignity by not fighting out their divorce in court. A drawn-out custody battle would have likely cost more than a million dollars in legal fees.

"What jumps out at me is how quickly they were able to resolve a multi-million dollar (financial case) and custody issues," likely to be particularly complicated for a couple whose work can take them all over the world, said Paul Talbert, a partner in a New York City matrimonial-law firm that isn't involved in the case.

Said Mindel: "The question's going to be did they have enough time to flesh out how they're going to resolve future disputes."

Despite repeated alerts, tens of thousands of Americans may lose their Internet service Monday unless they do a quick check of their computers for malware that could have taken over their machines more than a year ago. NEW YORK (AP) ? On Monday, the FBI turned off servers that had allowed thousands of malware-stricken computers to continue using the Internet. The personal computers ? both Windows PCs and Macs ? are corrupted by a virus known as DNSChanger. Without the servers, the machines wouldn't know how to locate websites and send email.

Q. What happened?

A. Years ago, scammers managed to trick millions of people into installing the DNSChanger software, which changed certain computer settings. With the change, your computer went to a rogue server rather than a legitimate one at your company or Internet service provider. From there, the scammers were able to send you to websites containing rogue ads from which they profited.

Q. How were the servers supposed to function?

A. Databases known as domain name servers translate Internet addresses such as "ap.org" into a series of numbers your computer needs to locate other Internet-connected machines. Think of it as the Internet's version of directory assistance for telephone numbers. If you need the number for Acme's Flowers, you call "411" to ask for it.

Q. How did the scam work?

A. In the simplest terms, think of it as "411" calls that were rerouted to a directory-assistance service operated by the scammers. You call it to ask for Acme's Flowers, but the service gives you the number for a flower shop run by the mob. The shop still fulfills the order, so you don't suspect anything, but it might use stolen flowers and baskets.

According to federal authorities, there were variations on how the scammers profited.

In some cases, only the ads were changed. For example, authorities say, people who went to ESPN's website saw an ad for a timeshare business rather than the Dr. Pepper ad that was supposed to be there. In such cases, those people were still going to ESPN's website. Normally, your computer would grab the ad displayed on ESPN from a separate, legitimate ad-placement company. Authorities say the affected computers were tricked into grabbing the scammers' ad instead.

In other cases, authorities say, people searching through Google or Yahoo were sent to a fake search engine. They got search results that looked like Google's or Yahoo's but contained links to unauthorized sites. For example, people trying to reach the IRS site instead got H&R Block's, without the tax preparer's knowledge. Authorities say scammers got payments for referrals.

The FBI said the scam netted at least $14 million.

Q. If this has been going on for years, why did it become a problem Monday?

A. Authorities busted the ring in November and arrested six suspects. The rogue databases were replaced with legitimate ones, but they were always meant to be temporary and did nothing to change the settings on individual computers. In other words, the troubled computers were still looking for databases at the rogue locations, but legitimate databases were set up at those rogue locations.

Those databases were turned off Monday with the expiration of a court order, so infected computers are now looking for databases that don't exist. Without the information, computers don't know where to find websites.

Continuing the phone analogy, the "411" calls during the transition period didn't go to the usual directory-assistance service but one operated on behalf of the FBI. You'd get the correct Acme's Flowers, not the mob operation. Since the temporary service shut down Monday, "411" calls essentially go to a disconnected line.

Q. Are the infected computers now offline?

A. Not really. If your computer is corrupted, you can still reach websites if you know their numeric Internet address. But chances are, you don't. So you are effectively offline. Imagine if all your contacts in your cellphone got wiped out. How many people would you be able to call?

In addition, some service providers are redirecting traffic on the back end so that they still reach legitimate databases.

Q. How many computers are affected?

A. At the time of the arrests in November, the FBI said about 4 million computers had the rogue settings, including about 500,000 in the U.S. Some were home computers, while others were on employees' desks at major businesses and government agencies, including NASA. Many of the computers had been fixed since then, with the settings restored to reach normal, permanent databases. As of late Sunday, just before the temporary databases were turned off, the FBI believes about 211,000 were still affected worldwide, including 41,800 in the U.S.

Q. What has been done to fix the computers infected with DNSChanger?

A. For months, the FBI and private companies have been sending general warnings about the deadline. Some Internet service providers and the social-networking service Facebook Inc. also have been directly notifying people they believe still have infected computers. Some Facebook users, for instance, got a message on their screen warning them that access to websites, emails and chat would end Monday if they didn't correct the problem. They were given a website with more information on detecting and fixing the problem.

Nonetheless, many computers remained infected. Many users didn't understand what was going on, let alone how to fix the problem. And some thought the warnings themselves were scams, or at least an effort by the government to spy on them.

Q. What happens if my computer is still infected?

A. Several security companies have free tools to scan your computer and remove this and other threats. Chances are if you are reading this on the Internet after Monday, your computer is OK. How to avoid being an internship horror story

The summer intern seemed bright and capable. A graduate student who had responded to a Craigslist ad seeking help at a New York City documentary production office, he showed up every day for two weeks and worked industriously.

Then one day, poof, he was gone ? along with one of the office?s laptops. ?We had no evidence that he?d stolen it,? says the intern?s former employer, filmmaker and communications consultant Murray Nossel. ?But we couldn?t track him down either.? E-mails, text messages and phone calls all went unreturned. So did the laptop.

Lesson learned: Hiring an intern is serious business. ?I now check and double check references,? says Nossel.

Since he started making films in 1996, Nossel, who was nominated for an Oscar in 2003, has employed more than 100 interns. In another unfortunate incident a summer intern failed to leave on schedule at the end of August. ?We couldn?t get rid of him,? Nossel recalls. The young man, in his early 30s, had worked as a bank vice president before deciding he wanted to become a filmmaker. ?It turned out he was hiding out from life, and from responsibility, in our office,? Nossel says.

After that experience, Nossel started asking interns to sign a letter of agreement about their roles, responsibilities and employment dates. Also, he has found that they perform better if they?re paid. A meager sum can make a difference. ?Even if you just pay for their MetroCard, they feel valued, and you get more out of them,? he says.

Forbes has its own tales of interns run amuck. There was the Forbes 400 intern who took it upon herself to arrange a meeting with the then-fugitive financier Marc Rich and his press representative in Geneva, Switzerland. When she asked whether Forbes would pay for her flight to Europe, she was told, in no uncertain terms, no. She went anyway. Another rich-list intern started working on a tell-all book about her summer covering the wealthy at Forbes. She put out calls to billionaires for quotes from her college dorm room ? until Forbes? lawyer issued a cease and desist letter.

Stories of interns abusing their meager status are abundant. At Oprah magazine, a pair of summer interns intercepted fashion show invitations meant for high-level editors and sent back RSVPs with the editors? names crossed out and their own written in. ?We were talking major fashion week shows like Oscar de la Renta,? recalls Beth Thomas Cohen, a former Oprah accessories editor who was in charge of the internship program at the time. Cohen, who now works as a publicist, fired the interns within 24 hours of discovering their misdeeds.

Often interns do bad things out of inexperience and na?vet?. There was the Tampa, Fla., insurance company intern who reportedly filed everything under clients? first names. Liz Ryan, a Boulder, Colo., career coach who used to work in human relations at U.S. Robotics, a Chicago data communications company, says it?s important to sit down with interns at the start of their term and lay out exactly what you require. ?You can say, ?I?m going to be really basic with you, but I want you to understand our expectations about timeliness, confidentiality and professionalism.? Walk them through exactly what you expect.?

Then there are the sex stories. Monica Lewinsky will probably always top the list, having derailed the agenda of a president of the U.S. But scratch the surface and you find intern hanky-panky all over. A quick, informal canvass of a few colleagues at Forbes revealed tales of female college students sleeping with Wall Street titans in their 40s and 50s and a young male intern who bedded the head of human resources at a financial services company.

This behavior is fueled by many interns? failure to comprehend the importance of discreet attire. At one Wall Street firm, skimpy, dark undergarments worn under tight white pants started to disrupt trading ? until the firm issued a memo stating that no one should be able to discern the type or color of underwear worn by employees. At U.S. Robotics, Liz Ryan says a college intern came to work ?dressed for sex.? She was wearing a tight black miniskirt, thigh-high lace-up boots with stiletto heels and a ?black, bondage-type lace-up sleeveless vest,? Ryan says. ?She looked like a cross between a dominatrix and Elvira, mistress of the dark.? She was sent home.

Amid the horror stories are rays of light. On the Forbes leadership team we have had a great run of college interns. Two summers ago Seth Cline, who was unfailingly polite and always wore a tie, turned in nearly flawless copy. After Seth left, the internship gods sent us Jacquelyn Smith, possibly the finest intern ever to walk the face of the Earth. She was so good, Forbes hired her as a staffer when she finished school. Now we have Yale student Alison Griswold, a self-starter who is already doing stellar work.

Filmmaker Nossel tells the story of an intern who worked for him on international distribution of the 2004 documentary "Paternal Instinct." A Frenchman who had worked in banking in Hong Kong, the young man, Jerome Deroy, wound up becoming the production manager and distribution coordinator for all Nossel?s films, and the chief executive officer of Nossel?s consulting firm, Narativ. ?Your interns might be petty thieves,? observes Nossel. ?But they also can become long-term partners in your business.?

Study Finds That Foreign-Born Inventors Play Prominent Role at Top ...

Partnership for a New American EconomyA study commissioned by the Partnership for a New American Economy, a bipartisan group of mayors from across the country and business leaders from all sectors of the economy seeking to raise awareness of the economic benefits of sensible immigration reform, shows that 76% of patents issued in 2011 to the top 10 patent-generating universities in the U.S. named a foreign-born inventor.? The 30-page report, entitled "Patent Pending: How Immigrants Are Reinventing the American Economy," was released last month.

Partnership Co-Chair, New York Mayor Michael Bloomberg, noted that the study was "indisputable proof of the enormous contribution of immigrants in developing the new technologies and ideas needed to renew the U.S. economy and create American jobs," adding that "American universities are doing their part in attracting and educating the world's top minds, but our broken immigration laws continue to push them to our competitors."? According to the report, the University of California led all other U.S. universities with respect to issued patents in 2011, securing 369.? The top 10 patent-producing universities in 2011 is shown below:

Top UniversitiesThe study also found that 54% of the patents issued to the top 10 universities named foreign inventors that were most likely to face visa hurdles, namely students, postdoctoral fellows, and staff researchers.? With respect to pharmaceuticals, 79% of patents issued to the top universities named a foreign-born inventor.? In a press release issued by the Partnership, American Enterprise Institute Fellow Nick Schulz noted that "[e]very graduate with an advanced degree working in a STEM-related field in the United States has been shown to create on average 2.62 additional jobs for native-born workers," and therefore asserted that "[s]ending those people away doesn't protect American jobs, it jeopardizes them."

CoverThe group noted that the study highlights the clear value foreign-born graduates bring to the U.S. economy, and offered recommendations for the U.S. to fix its immigration system and compete with countries such as South Korea, Switzerland, Spain, Italy, Germany, and the United Kingdom, which admit 60-80% of immigrants on economic needs (as opposed to the U.S., which admits only 7% of immigrants on economic needs).? Among the group's recommendations are:

? Granting permanent residency (green cards) to foreign students who earn graduate degrees in STEM (science, technology, engineering and math) fields, where 99% of the patents naming a foreign-born inventor were issued.
? Creating a visa for foreign-born entrepreneurs having U.S. investors and wanting to start companies employing U.S. employees.
? Raising or removing the cap on H-1B visas, currently set at 65,000 (the group notes that the 2012 cap was hit in only 10 weeks).

(AP) ? Ending a bitter seven-month standoff, Secretary of State Hillary Rodham Clinton apologized to Pakistan on Tuesday for the killing of 24 Pakistani troops last fall and won in return the reopening of critical NATO supply lines into Afghanistan. The agreement could save the U.S. hundreds of millions of dollars in war costs.

Resolution of the dispute also bandages a relationship with Pakistan that will be crucial in stabilizing the region. The ties have been torn in the past year and a half by everything from a CIA contractor who killed two Pakistanis to the unilateral U.S. raid on Osama bin Laden's Pakistan compound.

But the accord carries risks for both governments ? threatening to make Pakistan's already fragile civilian leadership look weak and subservient to the United States while offering fodder to Republicans, including presidential candidate Mitt Romney, who contend that President Barack Obama says "sorry" too easily.

The first trucks carrying NATO goods should move across the border on Wednesday, U.S. officials said. It could take days to ramp up supplies to pre-attack levels, but around two dozen impatient truck drivers celebrated the news in a parking lot in the southern city of Karachi by singing, dancing and drumming on empty fuel cans.

"We are sorry for the losses suffered by the Pakistani military," Clinton said, recounting a telephone conversation she had with Pakistani Foreign Minister Hina Rabbani Khar concerning the deaths that led Pakistan to close the supply routes. "I offered our sincere condolences to the families of the Pakistani soldiers who lost their lives. Foreign Minister Khar and I acknowledged the mistakes that resulted in the loss of Pakistani military lives."

"I am pleased that Foreign Minister Khar has informed me that the ground supply lines into Afghanistan are opening," Clinton added in her statement.

It marked the first time any U.S. official formally apologized for the deaths, a step hotly debated within the Obama administration and one demanded by Pakistan before it would reopen the supply routes. Pakistani lawmakers also wanted Washington to halt all air strikes in the country and stop shipping weapons and ammunition to Afghanistan through Pakistani airspace, demands the U.S. has ignored. Negotiations stumbled at one point over transit fees Pakistan sought to charge.

The November incident was the deadliest among the allies in the decade-long fight against al-Qaida and other extremist groups along the Afghan-Pakistani frontier.

An American investigation found that Pakistani forces fired first and U.S. soldiers responded in self-defense. It blamed bad maps, poor coordination and Islamabad's failure to provide the locations of its borders for the failure to determine if Pakistani forces were in the area. Pakistan argued that its troops shot at militants who were nowhere near coalition soldiers, and accused the U.S. of launching a deliberate attack.

The breakdown of the U.S.-Pakistani partnership arrived at an awful time, only weeks after Clinton and CIA Director David Petraeus went to Islamabad to patch up the relationship and secure a Pakistani commitment to snuff out support given by its intelligence services to the Taliban ? support that Washington sees as a threat to the Afghan war effort.

The Obama administration, in an election year, expressed regret for the deaths but dug in its heels over the word "sorry," fearful it might open the president to criticism from Republicans already critical of Pakistan's links with militants fighting in Afghanistan.

It is also unclear what the apology will mean for the U.S. call for Pakistan to crack down on the militant Haqqani network, which is believed to use Pakistan as a rear base for attacks on American troops in Afghanistan.

Having titled his campaign book, "No Apology," Romney accuses Obama of having gone "around the world and apologized for America." The accusation refers to Obama's trip to Cairo early in his presidency, when he sought to repair U.S. relations with the Muslim world. Clinton's remarks made no reference to an "apology," though she did use the word "sorry."

Obama made no comments about Pakistan on Tuesday, leaving Clinton's statement as the only official U.S. explanation of the agreement. It was released just as Pakistani civilian and military leaders were meeting to discuss whether to reopen the routes, and there was no confirmation from Islamabad of a decision for more than two hours.

"The main thing is that a superpower has acknowledged our principled stance, and they have shown flexibility," said Information Minister Qamar Zaman Kaira, speaking in Urdu. "It was not the issue of money. It was the issue of our sovereignty," he said, adding that American authorities assured Pakistan there would be no repeat of the incident.

The prime minister's office said the government reopened the supply lines in and out of Afghanistan to help its northern neighbor's "transformation process" more than a decade after bin Laden used the country to launch the Sept. 11, 2001, terrorist attacks and the U.S. responded by helping overthrow the Taliban.

It stressed that re-opening the supply lines would help the U.S. pull out of Afghanistan sooner, saying the transition was in "Pakistan's interest." The statement sought to head off the inevitable political backlash in a country where anti-American sentiment is rife and the United States is often blamed for internal problems.

Still, Pakistan's more conservative political groups rejected the decision. Amirul Azim, a top leader of Pakistan's radical Jamaat-e-Islami party, said, "The main thing is that we should not reopen the NATO supply route, and we should isolate ourselves from this so-called war against terrorism."

The Pakistani Taliban vowed to attack the supply trucks once they started moving.

"We will do our best to stop the NATO supply and will never allow someone to ship weapons for killing Muslims," Pakistani Taliban spokesman Ahsanullah Ahsan told The Associated Press by telephone from an undisclosed location.

The fallout over the re-opened supply lines could hurt Pakistan's civilian government, which was re-established four years ago after a history of military coups. It has struggled to assert itself against the powerful Pakistani army and hardline Islamist religious leaders and politicians, who will likely point to the several parliamentary demands the U.S. ignored, including the call for an "unconditional apology" for the attack. Washington mentioned mistakes on both sides.

Clinton said Pakistan wouldn't charge any new transit fee and the reopening would help the U.S. draw down its forces in Afghanistan "at a much lower cost."

The U.S. government has never paid transit fees directly. Pakistan charges companies $250 per truck for transit, and the U.S. accounts for those fees in its contracts with those companies, so it pays indirectly. During negotiations Pakistan had asked for a flat fee of up to $5,000, but Washington offered extensive road construction projects to sweeten the deal.

With the supply lines closed, the U.S. has been forced to use more costly transportation routes through Russia and Central Asia. Defense Secretary Leon Panetta had estimated the cost at an extra $100 million a month, warning that it could get more expensive as the U.S. started to withdraw equipment in advance of the 2014 troop drawdown in Afghanistan.

Capt. John Kirby, a Pentagon spokesman, said that once the backlog of materiel clears the re-opened supply routes, "we expect to be able to save between $70 million and $100 million per month."

The $100 million a month estimate would mean the lengthy standoff cost U.S. taxpayers some $700 million, and denied Pakistan's revenue-starved government millions of dollars in transit fees.

The total could be more.

The Pentagon asked Congress last week for approval to transfer $2.1 billion from other funds to cover costs largely resulting from the closure of the Pakistan supply routes.

Three separate transfers totaling $1.7 billion covered increased fuel and transportation costs for the Army resulting from the closed routes. A fourth transfer of about $370 million was for the Air Force, which had to increase the transportation of supplies by air in part to compensate for the shutdown of the ground routes through Pakistan. The budget request did not specify how much of the $370 million was related to the Pakistan problems and how much was just additional support for the war.

Much of those added costs already have been incurred, but the Pentagon plans to do a review of the transfers to see whether any of the money can be saved, although no major changes are expected.

Panetta said Tuesday he welcomed Pakistan's decision.

"We remain committed to improving our partnership with Pakistan and to working closely together as our two nations confront common security challenges in the region," he said.

According to a senior defense official, the agreement also could cost the U.S. as much as $1.1 billion. The official, who spoke on condition of anonymity because the details were not final, said the Pentagon intends to submit $1.1 billion in approved requests for reimbursement of money the Pakistan government has spent on counterterrorism operations that were incurred largely along the border.

The requests for aid are approved by the defense secretary and then Congress is notified. Lawmakers can vote to reject them.

How to restore your address book after Facebook messed it up

Recently, Facebook changed everyone's email to an @facebook.com address. Even if you fixed the problem, you may find that Facebook changed all of the contacts in your phone, too. Here's how to fix it.

A lot of us sync our Facebook accounts with our address books on our smartphones, so we always have up-to-date phone numbers, email addresses, and pictures for all of our friends. However, with Facebook changing everyone's email to @facebook.com last week, blogger Rachel Luxemburg (and a lot of other people) found that those changes were synced down to their phone?meaning they don't have any of their friends' actual email addresses anymore. Just the facebook.com ones.

None of us at Lifehacker have noticed this problem, but we do have a few ideas about how to fix it. In fact, this will fix any similar problem you have where your contacts get messed up. Here's what you need to do.

Step one: Restore your contacts to a previous state
Some services?particularly Google?regularly back up your contacts so if something goes wrong, you can restore them. And, since nearly all Android users sync their contacts with Google?as well as many iPhone users?this is a good way to fix the contacts on your phone. To do so, just follow these instructions:

  1. Before you do anything else, go to your phone and turn off Facebook syncing for your contact list. On Android, this is in the Facebook app under Settings > Sync Contacts. Just set it to "Don't Sync". On the iPhone, go to the Facebook app, click the menu button, scroll down to "Friends", then hit the share button in the upper right-hand corner. Tap "Sync Contacts" and turn syncing off. Note that depending on your platform, you may have a "Remove Facebook Data" button on the contact syncing screen?tapping this will also turn off syncing.
  2. Go to your Gmail inbox, and click on the "Gmail" label under the Google logo. Go to Contacts. Remember, this trick only works if you were syncing your phone with your Google contacts.
  3. Click the "More" button and go to "Restore Contacts". We don't know exactly when the Facebook change happened, but you'll probably want to set it to restore your contacts from a day before June 22, 2012, so set it to whatever you need to go back that far.
  4. Click the Restore button. When it finishes, you should hopefully find that all of your contacts' correct email addresses have been restored! As long as you don't sync with Facebook again, they should stay that way.

If you don't sync your contacts with Google, check to see if your desktop address book has any alternatives. For example, if you're on a Mac and you back it up with Time Machine, you can just open up Address Book, invoke Time Machine from the menu bar, then restore it to a date before the Facebook ridiculousness happened. Then when you re-sync your iPhone, you should be good to go. Check your address book app's documentation for more info on whether it has an automatic backup feature.

Step two: Remind your friends to change their Facebook profile
If you can't restore your address book?or if you still want to be able to sync your Facebook?the only thing you can do is get all your friends to change their Facebook profile back to the way it was. That way, Facebook will sync their correct email address back to your phone. We've shown you how to do this before, so if you haven't already, spread the word to all your friends and family so they don't run into problems later on.

We couldn't test these instructions ourselves, because none of us have experienced the issue, but this should help you get your contacts back to the way they were (or at least closer). If you'ved this issue, let us know how these instructions work for you in the comments below.

South Korea moots 'scientific' whaling

South Korea is proposing to hunt whales under regulations permitting scientific research whaling, echoing the programmes of its neighbour, Japan.

Hunting would take place near the Korean coast on minke whales. How many would be caught is unclear.

The South Korean delegation to the International Whaling Commission (IWC) said the research was needed "for the proper assessment of whale stocks".

Many governments at the IWC meeting condemned the Korean announcement.

There are several different stocks, or groups, of minke whales in the region, and one of the them, the so-called J-stock, is severely depleted.

Given that fact, "we believe that scientific whaling on this stock borders on the reckless," New Zealand's delegation head, Gerard van Bohemen said.

But Joon-Suk Kang, the head of the South Korean delegation, said the programme was necessary to answer questions about minke whale stocks that non-lethal research had been unable to solve.

The Legalities of Whaling

  • Objection - A country formally objects to the International Whaling Commission (IWC) moratorium, declaring itself exempt. Example: Norway
  • Scientific - A nation issues unilateral "scientific permits"; any IWC member can do this. Example: Japan
  • Indigenous (also known as Aboriginal subsistence) - IWC grants permits to indigenous groups for subsistence food. Example: Alaskan Inupiat

He said the proposal was not finalised, and that whaling would not begin until plans had been discussed by an international group of expert scientists convened by the IWC.

The Koreans' eventual stated aim is to prepare the ground for a resumption of "coastal whaling" - a rather vague concept that Japan is also pursuing, and that would see whale hunting return as a normal activity.

'Breach of faith'

The region around the port of Ulsan, in the south-west of South Korea, has a whale-eating tradition that appears to date back thousands of years, judging by prehistoric cave art.

Fishermen in the region already catch whales in fishing nets. Officially, this happens accidentally, but local environment groups say the minkes are deliberately caught, and that the meat is easily bought in markets and restaurants.

Dr Kang said that fishermen in the area are now complaining that a growing whale population is eating more and more fish.

Any government is entitled under the International Convention for the Regulation of Whaling (ICRW) to embark unilaterally on a scientific hunting programme, although Japan is the only one that currently does so.

Anti-whaling governments and conservation groups argue that Japan's programmes in the North Pacific and Antarctic are an abuse of process, as the regulation was originally designed to allow for the taking of a few whales here and there, and not hundreds per year.

They argue that the real purpose is to provide a supply of whalemeat, albeit to a dwindling customer base.

"Scientific whaling is an obsolete and sad consequence of a document drafted 60 years ago," said Monaco's IWC commissioner, Frederic Briand.

"There's no reason to do it, given the enormous body of scientific literature [on cetaceans] obtained via non-lethal means."

South Korea was one of the first countries to take the scientific whaling route after the global moratorium on commercial hunting came into place in 1986, but the programme was in operation for just a single season.

Then, the country came under intense diplomatic pressure to stop, and Dr Kang admitted to BBC News that his government is now likely to feel a similarly huge pressure not to start.

However, Korea, Japan, Iceland and Norway all complain regularly that anti-whaling governments have no intention of ever agreeing to a resumption of hunting anywhere, however healthy the stocks, and that this amounts to a breach of promises made when the moratorium came into existence.

Troubled waters

Earlier, Japan lodged a proposal to allow coastal whaling by four villages around the coast - among them Ayukawa, which was devastated by the 2011 tsunami.

It has tabled similar bids for many years, and they have always been defeated by anti-whaling governments, who view the move as a way of breaking the whaling moratorium.

Here, Australia's Donna Petrochenko was one of many taking the same line, telling the meeting: "This is commercial whaling, clear and simple."

Japan put its proposal to one side and it will be discussed again later in the meeting, although it is doubtful whether it will go to a vote, given that Japan clearly does not have the three-quarters share of the vote it would need to win.
