The Supreme Court will begin hearing arguments on Monday over President Barack Obama's health care overhaul, the Patient Protection and Affordable Care Act, derisively labeled "Obamacare" by its opponents. Q: What's this all about?
A: The Supreme Court is hearing a challenge to the Patient Protection and Affordable Care Act, which is Obama's signature domestic achievement. A: Opponents of the law wanted Kagan to disqualify herself because she served as solicitor general under Obama when the health care overhaul law was conceived and passed. She has said she did not participate in crafting a legal defense for the law, but her detractors doubt her statement. Thomas' detractors insist that he should have disqualified himself because his wife, Ginni, worked with groups that opposed the new law.
Decisions to stay out of a case are the responsibility of each individual justice, and neither Kagan nor Thomas justice stepped aside.
Roberts said in his 2011 year-end report that he has "complete confidence in the capability of my colleagues to determine when recusal is warranted. They are jurists of exceptional integrity and experience whose character and fitness have been examined through a rigorous appointment and confirmation process. I know that they each give careful consideration to any recusal questions that arise in the course of their judicial duties."

After you have completed the previous step, begin scrubbing the inside with a fairly common cleaning brush. Then you want to rinse the pot and set it out to dry. It should be dry before you use it for another plant.
Use root cuttings to create new plants. The roots must be cut during the winter months, when the plants are usually dormant. Use a knife that?s sharp to get rid of the plant?s longest and thickest roots. Slice the roots into at least two inch segments. Fill up seed trays with a peat and grit mixture, then lay each root cutting on the soil?s surface. Cover the roots with some grit and peat, make sure it is just a thin layer. Leave in a cool place, and in about a month you will have new seedlings. Plant them individually in little pots until they?re ready to be placed outside.
Develop your garden plants around the colors that can appear in fall. There are a lot of deciduous bushes and vine plants that really put out a burst of color in the fall with colors between deep red and captivating yellow. These vibrant colors are always present in the plants? leaves; they become visible when the green-colored chlorophyll is no longer produced. You should be sure that your plants recieve adequate sunlight. Aim to boost their sunlight during the afternoon, when the sun peaks. If you are interested in spectacular fall colors, get some maple, boston ivy, chestnut, barbery or burning bush.
Make sure that your deciduous shrubs are protected. If you have a few potted shrubs, they should be shielded from the wintry weather. Tie together the tops. Once the canes are snugly together, put a sheet over the wigwam. Using fabric, rather than plastic, allows air circulation and prevents rotting from moisture build up.
Make sure any open cuts are completely protected from dirt and chemicals before you go to work in your garden. A cut may become badly infected if it?s exposed to a lot of dirt or grime when you garden. Bandages are available that will completely cover the cut so that this cannot happen.
If your garden is limited in size, consider planting fruit trees that come in dwarf varieties. No matter how limited your space, a dwarf variety will usually fit in quite nicely. You will have to wait at least three years before your tree bears full size fruits. Plant dormant trees during spring and be sure to keep them watered until they are fully established.
If you want to draw advantageous insects to your garden, plant some heather. Heather is desirable to bees; when heather emerges in early spring, it can be a source of nectar. It is common to find all types of insects inside of an undisturbed heather bed. With this in mind make sure you wear some gloves when you are working with the heather.
If you are planning on growing peas, begin the plantings inside instead of outside. When you plant them indoors first, the seeds will germinate better. The baby plants will also be stronger and will resist pests and disease better. The seedlings can then be transplanted outside after becoming strong enough to withstand the elements.
You need to consider beginning the plants into pots. Then, you can plant the seedlings into your garden. This can give your seedlings the advantage they need to survive and reach adulthood. It also helps you make your planting times more frequent. Once you remove the most recent mature plants from your garden, the seedlings are immediately ready to be planted.

For months, crude oil gushed into the water at a rate of approximately 53,000 barrels per day before the well was capped on 15 July 2010. A new study confirms that oil from the Macondo well made it into the ocean?s food chain through the tiniest of organisms,?zooplankton.
A University of Maryland Center for Environmental Science release?reportsthat tiny drifting animals in the ocean, zooplankton are useful to track oil-derived pollution. They serve as food for baby fish and shrimp and act as conduits for the movement of oil contamination and pollutants into the food chain. The study confirms that not only did oil affect the ecosystem in the Gulf during the blowout, but it was still entering the food web after the well was?capped.
Oil, which is a complex mixture of hydrocarbons and other chemicals, contains polycyclic aromatic hydrocarbons (PAHs), which can be used to fingerprint oil and determine its provenance. The researchers were able to identify the signature unique to the Deep Water Horizon well in the Gulf of?Mexico.

WASHINGTON (Reuters) - Nigerian Finance Minister Ngozi Okonjo-Iweala and former Colombian Finance Minister Jose Antonio Ocampo are set to be nominated to lead the World Bank, sources with knowledge of emerging market efforts to find candidates said on Tuesday.
The candidacies of Okonjo-Iweala and Ocampo, who have credentials as both economists and diplomats and according to sources the respective backing of Brazil and South Africa, pose a challenge to the United States, whose hold on the top post has never been contested.
But with its majority of votes and the expected support of European countries, the United States is still likely to ensure that another American will succeed Robert Zoellick, who plans to step down when his term expires at the end of June.
Washington has held the presidency since the Bank's founding after World War Two, while a European has always led the International Monetary Fund. It has yet to publicly identify a nominee to succeed Zoellick.
The deadline for submitting nominations is Friday, and the Obama administration has said it will name a candidate by then.
All of the World Bank's 187 members nations have committed to a merit-based process to select Zoellick's successor.
Emerging and developing economies have long talked up their desire to break U.S. and European dominance of the Bretton Woods Institutions, but have until now have failed to build a coalition large enough to change the status quo.
Three sources said Ocampo, currently a professor at Columbia University in New York, would be formally nominated by Brazil.
One source said Okonjo-Iweala could be nominated on Wednesday, while two other sources said it would be Friday.
Nominations will be submitted to the 25-member World Bank board, which has said it will decide on the next president within the next month.
Two sources said Okonjo-Iweala's candidacy had the blessing of Nigerian President Goodluck Jonathan, who convinced her to join his cabinet last year to lend more weight to his reform agenda.
"IMPRESSIVE CREDENTIALS"
The decision to nominate Okonjo-Iweala and Ocampo followed weeks of discussions among emerging and developing countries at the World Bank board including China and India.
Two sources said South Africa's director at the World Bank board, Renosi Mokate, who also represents Nigeria and other English-speaking African countries, personally flew to Abuja to consult with Okonjo-Iweala about her nomination.
"The impressive credentials of both Ocampo and Okonjo-Iweala puts tremendous pressure on the White House to come up with a candidate of at least equivalent standing," said Domenico Lombardi, a former World Bank board official now at the Brookings Institution in Washington.
"This signals a big shift and really reflects a game change," Lombardi added. "This is the first time in history we have a truly contested election."
Okonjo-Iweala, who left the World Bank as managing director last year to become Nigeria's finance minister, and Ocampo, a former U.N. under-secretary for economic and social affairs, will join American economist Jeffrey Sachs, who has the backing of a handful of small countries, on the nomination list.
Sources with knowledge of the administration's thinking say Washington has focused on convincing a woman to enter the race, which could go some way to address calls by emerging market nations for change. A woman has never led the bank.
Susan Rice, the U.S. ambassador to the United Nations, was a leading contender, however, it is not clear she wants the job, sources have said. Former adviser to President Barack Obama, Lawrence Summers, has also been short-listed for the job. He has declined to comment.
U.S. Senator John Kerry and PepsiCo's Indian-born CEO Indra Nooyi also made an Obama administration shortlist, according to a source, although Kerry has publicly ruled out the job and Nooyi is no longer in contention, according to another source.
Sachs has said he aims to challenge with his candidacy what he sees as a history of political appointments by the White House and acknowledges he does not have the support of the Obama administration. He was formally nominated by Bhutan and a grouping of developing countries including East Timor, Jordan, Kenya, Namibia and Malaysia.
Lombardi said the test was whether large emerging economies like China would rally support for Ocampo and Okonjo-Iweala, or in the end vote for a U.S. nominee.
FAILED RALLY AT IMF
Last year, Brazil and China failed to rally around Mexico's central bank chief, Agustin Carstens, for the top post at the IMF, instead favoring former French Finance Minister Christine Lagarde, who now heads the institution.
The United States has insisted that to keep funding flowing from Congress for the World Bank, it is important to retain the presidency.
It is unclear if big emerging nations such as China and India would support a fellow developing nation candidate.
He Fan, deputy director of the institute of world economics and politics at the Chinese Academy of Social Sciences, a top government think-tank, said he thought Beijing would do so.
But Yi Xianrong, an economist at the same institute, said "the most important thing is to have a capable person with energy and expertise...it doesn't matter whether the candidate is?from the United States, Germany or developing countries."
"We need to see whether the candidates'?value standards and judgment are in line with the World Bank's goals. We can increase our influence in the World Bank through increases in our voting rights," Yi added.
A senior Indian government source said it didn't "have any favorites, no probables."
With just two days left, India is not planning to change that position. Asked whether India would support a developing world candidate, the source said, "If it comes up we will decide; let's see."

MEXICO CITY (AP) ? A strong 7.4-magnitude earthquake hit southern Mexico on Tuesday, damaging some 800 homes near the epicenter and swaying tall buildings and spreading fear and panic hundreds of miles away in the capital of Mexico City.
One of the strongest to shake Mexico since the deadly 1985 temblor that killed thousands in Mexico City, Tuesday's earthquake hit hardest in border area of southern Oaxaca and Guerrero states, where Guerrero official confirmed that some 800 homes had been damaged, with another 60 having collapsed.
Hours after the shaking at noon local time (18:06 GMT), there were still no reports of death or serious injury, even after a less powerful, magnitude-5.1 aftershock was felt in the capital and several other aftershocks near the epicenter in a mountainous rural region.
"It was very strong, very substantial," said Campos Benitez, hospital director in Ometepec, about 15 miles (25 kilometers) from the epicenter.
Guerrero Gov. Angel Aguirre, who is from Ometepec, was headed there to survey the damage and ordered emergency crews and civil protection to the area to help with the damage. The state did not say how many were displaced.
In Mexico City, frightened workers and residents poured into the streets of the capital. Telephone service was down in the city and throughout the area where the quake was felt and some neighborhoods were without power, according to Mexico City Mayor Marcelo Ebrard, who set up a hotline for people to report damage.
A pedestrian bridge collapsed on an empty transit bus.
About 40 passengers were stranded for a short time on the Mexico City airport air train, but later released. The airport closed for a time but officials said there was no runway damage and they resumed operations.
Samantha Rodriguez, a 37-year old environmental consultant, was evacuated from the 11th floor on the Angel Tower office building.
"I thought it was going to pass rapidly but the walls began to thunder and we decided to get out," she said.
Mexico City, built on a lakebed, was badly damaged in 1985 when an 8.0 earthquake killed at least 10,000 people. In past years, Guerrero has suffered several severe earthquakes, including a 7.9 in 1957 which killed an estimated 68 people, and a 7.4 in 1995 which left three dead.
Tuesday's quake was the strongest shaking felt in the capital since a magnitude-6.5 earthquake struck also in Guerrero in December. Officials said at least three people died in Guerrero, but there were no reports of widespread damage.
A magnitude-8.0 quake near Manzanillo on Mexico's central Pacific coast killed 51 people in 1995 and a magintude-7.5 quake killed at least 20 people in the southern state of Oaxaca in 1999.
In Huajuapan, Guerrero, near the epicenter, hotel manager Marco Antonio Estrada also reported shaken-up guests but no major damage. He said it was longest and strongest he ever felt. People ran out of their homes and cars.
"It was very strong, but we didn't see anything fall," said Irma Ortiz, who runs a guesthouse in Oaxaca. She said their telephones are down, and that the quake shook them side-to-side.
The U.S. Geological Survey set the preliminary magnitude of the first quake at 7.4 and said the epicenter was 11 miles underground. The survey set the aftershock at 5.1.
U.S. President Barack Obama's oldest daughter, Malia, was reported and safe while on vacation with a school group in Oaxaca.
Groups of women hugged and cried at Mexico City's Angel of Independence monument, where hundreds of people evacuated from office buildings said they never had felt such a strong earthquake. Others typed ferociously on their Blackberries.
Mexico City's airport was closed for a short time but there was no damage to runways and operations were returning to normal.
In Oaxaca, Sylvia Valencia was teaching Spanish to five adult students at the Vinigulaza language school when the earthquake hit.
"Some of us sat down, others ran out," she said. "It was hard, it was strong and it was long."
After the shaking stopped, however, she said they found no damage, not in their own classrooms, nor outside in the historical center of the city, so they went back to class.
Celia Galicia, who works at the U.S. consular office in Oaxaca, had just flown in from Mexico City when it hit.
She said there was panic in the airport, and a dash for the doors. But she said that she saw no damage at the airport and no one was hurt. She says one building in downtown Oaxaca appears to be damaged and has been evacuated.
She added that they've had two strong aftershocks, and that in downtown Oaxaca most people are out on the street at this point.
"It started shaking badly," she said.
