Greek Parliament starts debate on austerity laws

(AP) ? Greek lawmakers on Sunday began debating legislation introducing severe austerity measures necessary for the country to secure a euro130 billion ($171.46 billion) bailout from the European Union and the International Monetary Fund and stave off bankruptcy.

The legislation will also approve a bond-swapping deal with private creditors that will allow Greece to shave off at least euro100 billion of its euro360 billion debt.

The debate started shortly after 3:30 p.m. local time (1330 GMT), and will take at least ten hours, finishing well past midnight. Opponents of the legislation have adopted a tactic of frequent and loud interruptions and objections that may further delay debate.

Tens of thousands of protesters gathered in the square outside Parliament as the debate began, with more arriving constantly. As the crowds grew, a few hundred anarchists started to throw bottles and firebombs at police, who responded with tear gas and stun grenades.

The square was soon mostly empty of people, who fled to nearby streets. Crowds booed as the riot police moved in. Some anarchists remained smashing marble stones to use as ammunition.

Police said an officer was injured by a flare shot at him from a gun and he was taken to hospital.

Communist-affiliated unions are holding a separate meeting at the same time and will march to Parliament. The Protesters are expected to remain outside the building throughout the vote.

Authorities, afraid the protests might turn violent, have deployed some 6,000 policemen in the capital's city center.

Pro-communist unionists have been driving through Athens' neighborhoods since early morning, calling for people to participate in the protests. The skies are clear after morning rain, giving a boost to those hoping for a large turnout.

The two parties backing the coalition government have 236 deputies in the 300-member Parliament, but at least 13 conservative and seven socialist lawmakers have declared they will vote against the legislation, defying their leaders' threats of sanctions. Early Sunday, a conservative lawmaker resigned, joining three socialists who did the same earlier this week.

Debt-stricken Greece does not have the money to cover a euro14.5 billion bond repayment on March 20, and must reach a vital debt-relief deal with private bond investors before then. Greece's woes have threatened its future in the 17-country zone that uses the euro currency.

The Europeans are waiting to see Greece finally act on their commitments.

German Finance Minister Wolfgang Schaeuble was quoted as telling the Welt am Sonntag newspaper Sunday that Greece "cannot be a bottomless pit."

"That's why the Greeks must finally put a bottom in," he added. "Then we can put something in too."

Highlighting previous promises he said weren't kept, Schaeuble said "that is why Greece's promises aren't enough for us any more," according to the report.

Introducing the legislation Sunday ? amid much interruption ? socialist lawmaker Sofia Yiannaka said Parliament is called to approve painful measures with its back to the wall, adding that the intense pressure from Greece's EU partners to pass the measures was the result of delays in implementing already agreed reforms.

"The delays have our imprint. We should not blame foreigners for them," she said.

"We have finally found out that you have to pay back what you have borrowed ... We used to say 'poor state, but rich citizens' because we tolerated tax evasion for populist reasons. Is this the country we want?" Yiannaka added.

Conservative lawmaker Costis Hatzidakis ? also arguing in favor ? said the legislation contains harsh measures, but also has positive aspects: it imposes no new taxes, calls for a cut in the public health system's spending on medicines and imposes reform on the slow-moving court system.

Hatzidakis also criticized the Europeans' "wish to punish," and said that the Franco-German summit in Deauville in October 2010 totally undermined market confidence and sent bond spreads skyrocketing.

"I say this as a committed European ... Europe should review its policies, especially the issuing of a Eurobond," Hatzidakis said.

Communist Party spokesman Nikos Karathanassopoulos questioned who stood to gain from the legislation: "Not the working people but the (Greek bosses) and the local subsidiaries of multinationals," he said.

"The finance minister dared say it right here: we must be done today to do the bidding of the markets before they open tomorrow. We are working for the rentiers and the speculators. It is for them that you are wagging your finger at the people telling them 'You can't say no, you'll go bankrupt," Karathanassopoulos said.

"Well, who cares if the people will become poorer with either the euro or the drachma?"

Just as graphite can transform into diamond under high pressure, liquid magmas may similarly undergo major transformations at the pressures and temperatures that exist deep inside Earth-like planets.

Using high-powered lasers, scientists at Lawrence Livermore National Laboratory and collaborators discovered that molten magnesium silicate undergoes a phase change in the liquid state, abruptly transforming to a more dense liquid with increasing pressure. The research provides insight into planet formation.

"Phase changes between different types of melts have not been taken into account in planetary evolution models," said lead scientist Dylan Spaulding, a UC Berkeley graduate student who conducted most of his thesis work at the Laboratory's Jupiter Laser Facility. "But they could have played an important role during Earth's formation and may indicate that extra-solar 'Super-Earth' planets are structured differently from Earth."

Melts play a key role in planetary evolution. The team said that pressure-induced liquid-liquid phase separation in silicate magmas may represent an important mechanism for global-scale chemical differentiation and also may influence the thermal transport and convective processes that govern the formation of a mantle and core early in planetary history. Liquid-liquid phase separation is similar to the difference between oil and vinegar ? they want to separate because they have different densities. In the new research, however, the researchers noticed a sudden change between liquid states of silicate magma that displayed different physical properties even though they both have the same composition when high pressure and temperatures were applied.

The team used LLNL's Janus laser and OMEGA at the University of Rochester to conduct the experiments to achieve the extreme temperatures and pressures that exist in the interiors of exoplanets -- those objects outside our solar system.

In each experiment, a powerful laser pulse generated a shock wave while it traveled through the sample. By looking for changes in the velocity of the shock and the temperature of the sample, the team was able to identify discontinuities that signaled a phase change in the material.

"In this case, the decay in shock-velocity and thermal emission both reverse themselves during the same brief time interval," Spaulding said.

The team concluded that a liquid-liquid phase transition in a silicate composition similar to what would be found in terrestrial planetary mantles could help explain the thermal-chemical evolution of exoplanet interiors.

1 teacher in LA sex abuse case free on bail (AP)

LOS ANGELES ? A teacher charged in a sex abuse scandal that has rocked a Los Angeles elementary school is free on bail.

The Los Angeles County sheriff's department says Martin Springer was released early Friday. He had been held on $300,000 bail.

The sheriff's office says he was fitted with an electronic ankle monitor.

The 49-year-old has pleaded not guilty to committing three lewd acts on one girl in class in 2009. He was arrested last week after two girls said he fondled them, but one has since recanted her allegation.

Springer's arrest came shortly after another former teacher was charged with 23 counts of lewd acts upon children. Mark Berndt is accused of feeding his semen to some students during "tasting games" in his classroom from 2005 to 2010.

Some students wrote farewell letters to their former teachers. Even though it was the middle of the school year to them, it was the first day for the new staff of an elementary school where every worker was replaced following the arrests of two longtime teachers on lewdness charges.

"You had to go because of somebody evil," one first-grader wrote, according to counselor Gina Adelman. Others wrote "you were a good teacher" and "I will miss you."

Miramonte Elementary School students returned to class for the first time Thursday since the entire 120-member staff was replaced in an unprecedented move by the Los Angeles Unified School District.

The day got off to a rough start with the teachers union president assailing the reassignment of teachers as a stunt and about 100 parents and students blasting the move.

United Teachers Los Angeles President Warren Fletcher said teachers were being "tarred and stigmatized for no reason" and that grievances would be filed against the district on behalf of some 85 reassigned teachers.

"It is crystal clear that LAUSD doesn't have a plan," Fletcher said. "They're making this up as they go along, and students at the school are paying the price."

Superintendent John Deasy said the makeover was needed to clear the school from a cloud of distrust and suspicion stemming from the arrest of former third-grade teacher Mark Berndt. The 61-year-old has been charged with 23 counts of lewd acts upon children, ages 6 to 10, accused of feeding his semen to some students during "tasting games" in his classroom from 2005 to 2010.

A second teacher, Martin Springer, 49, was arrested last week after two girls said he had fondled them in class in 2009. Springer pleaded not guilty after he was charged with committing three lewd acts on one girl in 2009. The other girl has since recanted her allegation.

About 100 parents and children protested with signs saying "Give us our teachers back" and chanting "no new teachers" as TV cameras rolled.

Parents attended a meeting with the new principal, but many emerged dissatisfied, saying the district went overboard.

"My son liked his teacher," said Jose Vargas, shaking his head.

Deasy said replacing the staff, from janitors to principal, was necessary to restore trust among parents in the largely poor, Latino neighborhood of unincorporated Los Angeles County.

Whether any of the previous staff will return to Miramonte will be determined after the district completes its investigation into how Berndt's alleged activities went undetected for so long, he said.

The teachers were told via a notice of administrative transfer that on Monday they will report to a nearby unfinished high school, where they will be interviewed while the investigation is ongoing.

In the classrooms they left behind, children and teachers were adjusting.

In Martha Cedeno's first-grade class, pupils told her where to find the gym schedule and explained they were to play volleyball, according to a pool report.

Parents were offered the option of transferring their children to another school. District employees were on hand to give parents information about other schools in a two-mile radius and charter schools.

Parents said children were confused since they were just getting to know their teachers.

"It's kind of hard," said Lorena Soriano, whose sixth-grader attends Miramonte. "You barely know your teacher, and they're gone. The kids don't know what's going on."

The new hires, which include a retired principal, 81 teachers and dozens of support staff, will cost the cash-strapped district $5.7 million, said district spokesman Thomas Waldman. The new staffers were recently laid off and were on a rehiring list.

The district also faces potentially millions of dollars in legal costs as lawsuits are filed. Three lawsuits were filed on Tuesday, and claim notices have been filed for at least four other lawsuits.

A number of parents have opted to file lawsuits instead of going to sheriff's detectives because they are illegal immigrants and are afraid they'll be deported.

Assemblyman Tom Ammiano said he will reintroduce a bill this month that will protect children and domestic violence victims from deportation.

"What does it say about our society if parents won't speak to the police when their children are in danger?" Ammiano asked. "Enough is enough. Every parent regardless of immigration status deserves access to the police and to know that their children are being protected."

The lawsuits allege the district and Principal Martin Sandoval failed to adequately safeguard the students against Berndt and Springer.

The school's reopening follows revelations that 200 more inappropriate photos of children were discovered, and that one teacher sent birthday cards and presents to students who participated in his games.

Many of the photos involve children already identified by authorities, but there may be other victims, authorities said.

Like the pictures that first alerted authorities to Berndt, the photos show children ages 6 to 10 blindfolded and being fed a milky, white liquid that authorities believe was semen on spoons or cookies.

Berndt taught for 32 years at the South Los Angeles school. He remains jailed on $23 million bail and could face life in prison if convicted.

The furor over his arrest led two parents to come forward last week to complain about Springer, who had worked at the school for 26 years.

Detectives said there is no evidence that the two men acted in concert.
