Japan Box Office Report ? October 20th/21st

(02) 'Tsunagu' / (01) 'The Expendables 2' / (03) 'Odoru Daisousasen THE FINAL'

?The Expendables 2? owns the weekend and ?Space Sheriff Gavan? makes his long-awaited comeback in at fifth place.

The opening weekend for ?The Expendables 2? couldn?t have been any better in Japan. It attracted a total of 135,418 viewers and grossed 164,786,000 Yen (2,064,933 USD) over the two days. The prequel only made a cumulative revenue of 900,000,000 Yen (11,277,900 USD), which should be more than just an easy goal for this sequel.

?Tsunagu? had to drop down to second place again and should seen be able to reach its first milestone of 1 billion Yen (12,531,000 USD). Meanwhile, ?Odoru Daisousasen THE FINAL? moved back into the top three and already grossed more than 5,400,000,000 Yen (67,667,400 USD) in seven weeks. Only 500,000,000 Yen (6,265,500 USD) remains to reach the level of the box-office results of ?Thermae Romae?.

In fourth place, ?Outrage Beyond? already managed to crack the 1 billion Yen, which is something that director Kitano Takeshi hadn?t achieved since ?Zatoichi? in 2003.

The first tokusatsu Metal Hero Series from 1982/1983, ?Space Sheriff Gavan? (TV Asahi) finally made a comeback and probably brought some tears to fans of the original series. It?s always great to see Ohba Kenji again, even though the new movie also focuses a lot on the younger cast. This movie recorded 59,692 viewers and a revenue of 73,950,200 Yen (926,669 USD). Its goal will be the 500,000,000 Yen.

The 25th Tokyo International Film Festival also opened that weekend, but it had no noticeable effect on the weekend box office.

In Animal Kingdom, Voting Of A Different Sort Reigns

As part of NPR's coverage of this year's presidential election, All Things Considered asked three science reporters to weigh in on the race. The result is a three-part series on the science of leadership. In Part 1, Alix Spiegel looked at the personalities of American presidents.

Voters could learn some things about choosing a leader from a fish. Or a chimp. Or an elephant.

That's because the animal kingdom, despite its name, tends to operate more like a democracy, says Iain Couzin, an evolutionary biologist at Princeton University.

"One common property we see in animal groups from schooling fish to flocking birds to primate groups is that they effectively vote to decide where to go and what to do," Couzin says.

When one fish heads toward a potential source of food, the other fish vote with their fins on whether to follow, he says. And this highly democratic process helps animals make decisions as a group that are better than those of any single member.

Successful animal leaders know they can't get too far ahead of their constituents, Couzin says.

"They seem to simply reconcile their own goal-oriented behavior with this tendency to align with others," he says. "Because if you don't tend to be influenced by others, you then leave the group behind, and you may get eaten by predators, or you lose the benefits of group living."

Findings like this are relevant to humans because we carry a lot of evolutionary baggage with us into the voting booth, Couzin says. And when it comes to leadership, he says, we are most like animals that live in groups and depend on cooperation to survive. And these groups tend to pick cooperative leaders.

So what about the idea that it's just the biggest or strongest animal in a group that calls the shots?

It's rarely that simple, says Mark van Vugt, an evolutionary psychologist from the VU University in Amsterdam. Take chimps, for example, he says.

"In chimpanzees, it's not necessarily the physically strongest individual who seizes the control over the group," van Vugt says. "It's usually the more cunning individual, someone who forms his coalitions well."

Animal leadership also demonstrates how groups choose different leaders for different situations, he says. Among elephants, for example, the de facto leader is usually the oldest female. But that can change, van Vugt says.

"When the group is attacked, it might be one of the dominant male members who takes control," he says. "But when it comes to knowledge problems and particularly where to find water, they then turn to the oldest female."

Some animal leaders have traits that voters might wish all human leaders had ? like unfailing honesty, van Vugt says.

Honeybees are a good example, he says. Their scouts lead by finding a food source and then communicating the location to other bees through something called a waggle dance.

"The interesting thing about it is in the signaling of the scout bees, there is no deception whatsoever," van Vugt says. "They want to do what is best for the hive. And I think that is a little bit dissimilar to humans."

Or chimps, whose leaders are often accomplished liars.

One way animals and people are clearly alike is that both are capable of choosing a bad leader, says Couzin.

"It's not necessarily the most talented or intelligent individual that ends up in a leadership position," Couzin says. Unqualified animals sometimes rise to power, he says, but most of the time they don't last long.

And animals don't wait for the next election to find a replacement, Couzin says.

Canada Senate Committee Recommends Cull Of 70,000 Seals

The committee has been hearing testimony from more than 40 witnesses about the controversial cull of grey seals. The plan would involve the killing of 70,000 seals over the course of four years. The seals are targeted because, the committee argues, their diet consists primarily of cod and they are preventing of the recovery of cod stocks in the Gulf of Saint Lawrence -- once the greatest cod fishery in the world.

According to the committee, the total population of grey seals in Eastern Canada numbered around 330,000 to 410,000 in 2010. In the Gulf of Saint Lawrence, the population of grey seals numbers around 104,000. The cull would eliminate more than half of them.

The committee?s recommendation for culling the seals has plenty of evidence to support it. Grey seals consume the same type of fish that are commonly caught by the fishing industry. As the seal population has expanded dramatically, from roughly 13,000 in the 1960s to up to 410,000 in 2010, so too has the number of cod that are being eaten by the seals.

According to Sen. Fabian Manning, chairman of the committee, ?the committee is persuaded that seal predation is preventing the recovery of groundfish stocks," reports AFP.

In fact, grey seals may eat as much cod as the fishing industry catches. In a study of the grey seal population in the Baltic Sea by Karl Lundstr?m from the University of Gothenburg?in Sweden, the researchers discovered that consumption matched the number of fish caught. According to Lundstr?m, ?If you compare the estimated consumption of fish by grey seals in their main range in Sweden, which is north of the Kalmar Sound, it is of the same order of magnitude as the total catch taken by Swedish professional and leisure fishermen in the same area.?

The committee?s recommendation has naturally drawn outrage from conservation groups and some scientists. According to the critics, the decision was not based on science and there is still plenty of research needed to determine how much cod the fish consume.

The committee does recognize the need for further research on the effect of grey seals on the cod population, reports The Vancouver Sun. Most importantly, critics point out that there is no way to understand the effect a large seal cull could have on the ocean or the ecosystem.

Many believe that overfishing is to be blamed and that the recommendation for the seal cull is driven by politics not science, reports the Calgary Sun. According to Liberal Sen. Mac Harb of Ottawa, "Science in this country will be once again put on the back burner as political games are played with Canada's oceans management policies," reports the Calgary Sun.

Another aspect of the cull will be a reported bounty system for the hunting and killing of the seals. Canadian seal meat and pelts are banned in the European Union, and Canada will need to make the hunting of the grey seals rewarding and create possible markets for the culled grey seals. The United States also has a longstanding ban of seal meat and pelts. Some recommendations include promoting the benefits of seal oil, reports the Calgary Sun.

Seal hunting is legal in Canada, although harp seals tend to be the species hunted, not grey seals.

Budget deficit nearly doubles year-on-year in September | Economy ...

The national budget deficit reached P34.854 billion in September, nearly twice the P18.501 billion a year earlier, as the government continued to spend for programs and boost revenues, the Department of Finance (DOF) reported Wednesday.

This brings the deficit in the first nine months of 2012 to P106.05 billion, well below the government's deficit ceiling for 2012 of P279 billion, or 2.6 percent of GDP, for this year.

Its current fiscal position gives Philippines enough space for to finance its projects, said Finance Secretary Cesar Purisima.

In September, revenues increased by 0.9 percent?to P105.309 billion, while expenditures rose 14.1 percent to P140.163 billion.

In the first nine months of the year, ?government raised P1.118 trillion in revenues ? 10 percent more than it raised in the same period in 2011; expenditures, meanwhile, grew by 14.5 percent to P1.225 trillion from P1.070 trillion.

?With the higher expenditure growth due to improving absorptive capacities of departments and agencies, we are again confident that government spending will again contribute significantly to economic growth in the third quarter,? said Budget Secretary Florencio Abad.

Collections

The Bureau of Internal Revenue took in P71.036 billion in September, a 6.7-percent rise from P66.547 billion int eh same comparable period. In the nine months to September, the BIR?s collections climbed by 12.6 percent to P772.468 billion from P686.260 billion.

BIR Commissioner Kim Henares said the bureau will likely reach an unprecedented P1 trillion in collections in 2012, though its actual target of P1.066 trillion will be harder to reach.

?Our aggressive efforts to improve tax compliance [have] consistently generated fiscal space to provide funding for the Aquino administration?s spending priorities,? said Purisima.

The Bureau of Customs also showed an improvement in its collections last month, with P23.208 billion or 2.6 percent higher year-on-year from P22.408 billion.

In the first nine months to September, the BOC?s collections increased by 9.8 percent to P213.656 billion from P194.607 billion.

The BOC?s target for 2012 is P347 billion.

Purisima said he hopes the Senate will approve a measure that would bring revenues from sin taxes to at least P40 billion a year.

?We have no reason to doubt the pronouncements of the acting chair of the ways and means committee, Senator Frank Drilon, that the Senate will maximize the health and revenue impacts of the reform of excise taxes on tobacco and alcohol,? he said.

Romney distances himself from GOP candidate who said pregnancy from rape "something God intended"

Top Republicans were slow to embrace tea party-backed Indiana Senate candidate Richard Mourdock after he ousted a longtime GOP senator from office. Though he eventually won their support? -- and money -- Mr. Mourdock could see both fade after telling a live television audience that when a woman becomes pregnant during a rape, "that's something God intended."

Mr. Mourdock, who's been locked in one of the country's most expensive and closely watched Senate races, was asked during the final minutes of a debate Tuesday night whether abortion should be allowed in cases of rape or incest.

"I struggled with it myself for a long time, but I came to realize that life is that gift from God. And, I think, even when life begins in that horrible situation of rape, that it is something that God intended to happen," Mr. Mourdock said.

Mr. Mourdock became the second GOP Senate candidate to find himself on the defensive over comments about rape and pregnancy. Missouri Senate candidate Rep. Todd Akin said in August that women's bodies have ways of preventing pregnancy in cases of what he called "legitimate rape." Since his comment, Mr. Akin has repeatedly apologized but has refused to leave his race despite calls to do so by leaders of his own party, from GOP presidential hopeful Mitt Romney on down.

It was not immediately clear what effect Mr. Mourdock's comments might have during the final two weeks in the increasingly tight race against Democratic challenger Rep. Joe Donnelly. But they could prove problematic. Mr. Romney distanced himself from Mr. Mourdock on Tuesday night, a day after a television ad featuring the former Massachusetts governor supporting the GOP Senate candidate began airing in Indiana.

"Gov. Romney disagrees with Richard Mourdock's comments, and they do not reflect his views," Mr. Romney spokeswoman Andrea Saul said in an email to The Associated Press. Romney aides would not say whether the ad would be pulled and if the Republican presidential nominee would continue to support Mr. Mourdock's Senate bid.

Other Republicans did not immediately weigh in. Indiana Republican Party spokesman Pete Seat referred comment to the Mourdock campaign. A spokesman for the National Republican Senatorial Committee did not immediately return a request for comment Tuesday night.

National Democrats quickly picked up on Mr. Mourdock's statement and used it as an opportunity to paint him as an extreme candidate, calling him a tea party "zealot." DNC Chairwoman Debbie Wasserman Schultz described Mr. Mourdock's comments as "outrageous and demeaning to women" and called on Mr. Romney to take his pro-Mourdock ad off the air.

Mr. Mourdock further explained Tuesday night after the debate that he did not believe God intended the rape, but that God is the only one who can create life.

"Are you trying to suggest somehow that God preordained rape, no I don't think that," Mr. Mourdock said. "Anyone who would suggest that is just sick and twisted. No, that's not even close to what I said."

In response, Mr. Donnelly said after the debate in southern Indiana that he doesn't believe "my God, or any God, would intend that to happen."

Mr. Mourdock, who ran unsuccessfully for Congress three times before becoming state treasurer, became one of the tea party's biggest winners of the 2012 primary season when he knocked off veteran Indiana Sen. Richard Lugar in a brutal campaign. Initially, national Republicans stayed out of the Indiana race because the race had appeared to be a likely win for the GOP.

But as the race grew tighter in recent months, Mr. Mourdock changed his tune and started trying to woo moderate voters. At the same time, top Republicans began stumping for Mr. Mourdock around the state in a push to break open the high-stakes Senate race. Republicans need to gain three seats, or four if President Barack Obama wins re-election, and seats that were predicted to remain or turn Republican have grown uncertain.

Senate Minority Leader Mitch McConnell came to Indianapolis for a fundraiser Monday, and Arizona Sen. John McCain and South Carolina Sen. Lindsey Graham campaigned for Mr. Mourdock last week. New Hampshire Sen. Kelly Ayotte is due in the state Wednesday.

Mr. Romney's coattails carry special significance in conservative Indiana, where Mr. Mourdock has underperformed Mr. Romney by 12 points in most public polls. Karl Rove's Crossroads GPS also has bought another $1-million of airtime in Indiana, making his group the biggest player in Indiana's Senate race. A message left for Crossroads GPS spokesman Nate Hodson was not immediately returned.

Mr.Donnelly, a moderate Democrat who opposes abortions, has spent much of his campaign highlighting Mr. Mourdock's tea party ties and trying to accuse him of being too extreme even for conservative Indiana. Democratic groups have bought another $1.6-million of airtime for Mr. Donnelly ads this week.

Otago University manager jailed for fraud

A former Otago University accounts manager who stole $238,846 has been jailed for more than two-and-a-half years.

Graeme Pettitt, 61, pleaded guilty last month to paying himself the money by using 72 false invoices over the past eight years to feed alcohol and gambling addictions.

In the Dunedin District Court on Tuesday Judge Michael Crosbie said Pettitt had been a senior and trusted manager of Otago University and the sentence had to denounce increasingly sophisticated computer fraud.

Pettitt's lawyer argued he had already lost his job, house and signed over his superannuation to the university in reparation for his crime, and home detention would be the appropriate sentence.

But Judge Crosbie said the reparation would cover less than a quarter of what Pettitt stole, and sentenced him to two years and seven months imprisonment.

EU faces two tough months of bargaining to boost euro confidence

PARIS (Reuters) - European Union leaders face two months of tough bargaining on money, power and the future governance of the euro zone before they can boost confidence that the existential threat to the single currency has faded.

The European Central Bank's pledge to buy the bonds of struggling euro zone countries in unlimited amounts has changed the terms of Europe's debt crisis.

Yet French President Francois Hollande may have been a little premature in declaring a turning point last week after another night of summit negotiation yielded a deal for a euro zone banking regulator to be launched next year.

"We are on track to solve the problems that for too long have been paralyzing the euro zone and made it vulnerable," said Hollande. "I again have confirmation that the worst is behind us."

More nights of horse-trading lie ahead between now and mid-December in which EU states must agree on a common budget for the next seven years, closer fiscal union with more intrusive central supervision of national budgets and a possible separate budget for the euro zone, and more support for the most vulnerable euro states.

They will need to decide how to keep Greece afloat if, as expected, it reaches a deal with international creditors to avoid bankruptcy next month in exchange for more drastic spending cuts and structural reforms.

And they may face months of uncertainty over whether Spain, which has already been promised up to 100 billion euros in loans to recapitalize its ailing banks, can avoid a sovereign bailout.

Above all, the euro zone is a long way from returning to the levels of economic growth needed to make its debts more manageable and get millions of angry unemployed back to work.

For now, the financial market turmoil that threatened the very survival of the currency area a few months ago has abated, at the risk of lulling EU leaders back into complacency over what remains to be done.

The European Central Bank removed that acute sense of crisis by agreeing to buy unlimited quantities of short-term bonds of troubled euro zone countries that apply for a rescue program and accept strict conditions.

"The state of urgency we had over the summer is just not there to the same degree," said a senior EU official who has been present at every night of summitry since the crisis began in late 2009.

"There is not the same sense of having our backs to the wall," he said. "One should know from the way politics works in the European Union that you need a certain sense of crisis to act -- that's the way it works."

BIG THREE TIES AT LOW EBB

Complicating the next few weeks of negotiation, relations among Europe's three leading powers - Germany, France and Britain - are as difficult as at any time for a decade.

The collapse of a proposed aerospace mega-merger between European Airbus manufacturer EADS and British defense company BAE Systems over government stakes underscored the depth of mistrust between Paris, Berlin and London.

Within the euro zone, Germany and France remain at odds over the balance between central EU control of national budgets and economic reforms, and mutualising risks and liability for each others' debts and bank deposits.

Hollande argues Germany must first take steps he sees as vital to underpin vulnerable countries' government borrowing and financial institutions before France will agree to yield more sovereignty to Brussels over its fiscal and economic policy.

German Chancellor Angela Merkel seems determined to avoid any new liability for German taxpayers which would require her to seek approval from her increasingly reluctant parliament before a September 2013 general election.

That may explain why she insisted that euro zone rescue funds could not recapitalize any bank until a euro zone banking supervisor is fully operational late next year, and there would be no retroactive direct recapitalization of banks.

Her stance was a blow to Spain's hopes of getting the cost of rescuing banks hit by the collapse of a real estate bubble off the state's balance sheet, and hence easing its debt burden without recourse to a euro zone bailout. It was also a setback for Ireland's hopes of shedding some of its bank-induced debt.

It remains to be seen whether Merkel's refusal to share such "legacy" costs is Germany's last word, or whether a future Berlin government may revisit the issue after the election.

Many economists believe that a fresh start for the euro zone will require action such as common euro zone bonds or at least a reduction in peripheral members' "legacy" debts to be viable in the long run. Early relief for Madrid appears ruled out, although Merkel said on Sunday Ireland was a "special case".

Yet German officials say relations between Merkel and Hollande are not as tense as they seem in public, and they are confident that he will accept trade-offs between greater European solidarity and more pooling of fiscal sovereignty.

BRITAIN DRIFTING AWAY?

While the rest of Europe is negotiating intensively on closer integration, Britain is talking increasingly about loosening its ties with the EU, and some influential members of the governing Conservative party of leaving completely.

Prime Minister David Cameron has threatened to veto the seven-year EU budget due to be agreed at a November 22-23 summit if spending is not cut. And he wants to exploit the negotiations on closer euro zone integration as an opportunity to negotiate looser membership terms for Britain in the Union.

It remains to be seen how far other European partners are prepared to accommodate British exceptionalism. Finland's Europe minister said last week that Britain seemed to be waving "bye, bye" to the EU, and there was little others could do about it.

The main achievement of the latest summit was to keep plans for a single European banking supervisor broadly on track despite a rearguard battle led by Germany's finance minister.

"I struggle to find any major piece of reform involving more than a couple of countries which has moved from idea to implementation as fast as the European banking union," said UniCredit global chief economist Erik Nielsen.

The most encouraging news for the future of the euro zone, Nielsen said, was the way that Germany's leadership has changed its attitude towards keeping Greece in the euro area, and hence supporting peripheral states in difficulty.

"There is no turning back now, not only because of the already clear signals from the government leadership, but because the political challenge (from the opposition Social Democrats) - impressively - turns out to be coming from a demand for more Europe, and more support for Greece," he said.

California city seeks to cut asthma rate via bond issue

NEW YORK (Reuters) - The city of Fresno, Calif., will be the first municipality in the United States to see whether "social impact bonds," an innovative security that promotes a societal benefit, can be used to tackle a major healthcare problem like asthma.

Fresno is using this new pay-for-success model, which will reward investors providing the financing for the program, if incidents of chronic asthma are reduced in this community where 20 percent of the city's population suffers from the ailment, compared to 8 percent nationally, according to a California Health Interview Survey.

In this test case, the financing is being provided by the California Endowment, a not-for-profit that is not looking to make money on the arrangement. But if Fresno can produce positive results in reducing asthma rates, it might encourage private investors to provide financing for other social impact bonds that deal with health-related issues.

As the U.S. healthcare system stretches thin, nonprofits are designing new methods to attend their communities' medical needs while making these programs financially enticing to the for-profit and private sector.

There's a need for innovative solutions because the U.S. spends more than 15 percent of its gross domestic product, or $2.7 trillion a year, in health care cost, and primarily in addressing the treatment, hospitalization and medical care.

The risk, however, is on the nonprofits to prove that savings can be achieved through this model, as well as the effectiveness, quality of the intervention design and evaluation methods.

This health impact bond pilot program is the first in North America. These are not real fixed-income bonds but more like pay-for-success contracts designed to measure social outcomes.

New York City, backed by Goldman Sachs, and the state of Massachusetts were first in the United States to launch social impact bonds measuring recidivism earlier this summer.

With this new pilot, however, the Impact Bond is moving into the healthcare arena.

The test-run aims to show that with an investment in preventive health, not only will patients' quality of life improve, there will be fewer visits to the doctors or hospitals and employers will be able to lower their claims costs, potentially realizing significant savings for investors.

The California endowment is investing "hundreds of thousands" in this pilot and will not get any money back from the savings created, instead, all the savings will be accrued by the insurers, just to show that the project works.

This health contract is expected to demonstrate that by educating patients and taking action against asthma triggers at home, insurers and employers can achieve 30 percent to 40 percent in savings per person per year on emergency visits and other costs.

Collective Health, a nonprofit organization has joined with Fresno's Clinica Sierra Vista, a nonprofit corporation, to work with 1,100 asthma low-income patients throughout a one-year period to demonstrate that by making slight changes in their homes and behaviors, individual asthma sufferers can exponentially improve their health and save insurers more than $5,000 in healthcare expenses each year.

Repayment to investors is contingent upon specified social outcomes being achieved and therefore in terms of investment risk Social Impact Bonds are more similar to that of a structured product or an equity investment.

Important criteria to consider whether a SIB or SIB-like model is suitable for financing are, among others: evidence of efficacy and savings, scale, measurable impact, and causality, according to Erica Barbosa, program officer at the J.W. McConnell Family Foundation in Montreal, Canada.

"Until the integrated intervention has been validated on all those criteria, I would argue that they are at a too-early a stage to know if the health impact bond will be a good financing model for this intervention; there might be other more suitable financing models," Barbosa added.

The health impact bond comes at a time when health insurers are 15 months away from the trigger date for the implementation of profit limitation of the Affordable Care Act, also known as Obamacare, which will limit the profits an insurer can share with its shareholders.

This will push insurers to find other ways to invest the extra money, and a do-good solution would be to invest it back into a bond that could provide them with a 3.6 percent return once other similar projects are completed.

"The money will be used to reduce the expense associated with the care of their patients and in turn make more money," said Kevin Hamilton, deputy chief of programs at Clinica Sierra Vista Inc, in Fresno, California. "Not only that, they will likely get to write this money off because it is going to a bond with social impact while still making money for their shareholders."

For this pioneer health impact bond, one large obstacle is to bring insurers on board. Even if the insurers will be accruing all the savings they would like to see it succeed first.

"The biggest hurdle is that we need to prove that there are real savings to be made," said Rick Brush, founder and chief executive of Collective Health.

For employers such as Whirlpool, a multinational manufacturer and marketer of major home appliances, health impact bonds could provide "all the gain and none of the risk," said Susan Pavlopoulos, Senior Manager of Global Benefits for Whirlpool Corporation based in Michigan.

Whirlpool is eyeing an asthma prevention health impact bond for its employees either in Michigan or in Ohio.

Setting the goals and metrics at the start of the project will determine its success with little to no risk to the company's employees or health plan members, Pavlopoulos argued.

Asthma, as any other chronic disease, causes many emergency room visits, hospitalizations and about $15,000 in expenses each year for an individual.

But with this new prevention program based on data provided by insurance companies such as Anthem Blue Cross and Health Net, Collective Health is hoping to bring that number down to $9,870.

As this innovative healthcare investment vehicle is set to launch its pilot, the nonprofits and the California Endowment are betting on increased savings so to attract profit-oriented investors, such as banks or hedge funds, for the next health prevention bond.

"Capital is agnostic; if you promise them a return, particularly now when there aren't a lot of great investment opportunities, they will come in," said Anthony Iton, Senior Vice President at The California Endowment.

? Two of the NFL's top defenses dueled it out in a low-scoring game just as everybody expected - and San Francisco's offense did just enough to give the 49ers a narrow lead in the NFC West.

For the time being, anyway. This is hardly the kind of firm hold on the division they owned last October.

Alex Smith threw a 12-yard touchdown pass to Delanie Walker late in the third quarter and San Francisco held off the Seattle Seahawks 13-6 on Thursday night as the 49ers won their long-awaited division opener.

"We expect these games in the NFC West to be 60 minutes of physical football," said 49ers left tackle Joe Staley, who returned to the field four days after suffering a concussion against the Giants.

Frank Gore ran for 131 yards and the 49ers (5-2) hung tough on defense late in a game featuring two teams allowing fewer than 16 points per game.

Smith went 14 of 23 for 140 yards in a second straight subpar performance.

"That was the most physical 30 minutes of football in the second half that I have ever seen our football team play," 49ers coach Jim Harbaugh said. "It's a sweet win. It was a real football fight, and our guys won it."

Walker's score was San Francisco's first touchdown in seven quarters after an embarrassing 26-3 loss to the New York Giants on Sunday in a lopsided rematch of the NFC championship game. The tight end broke his jaw in two places at Seattle last Dec. 24 and sat out until the title game.

NFC rushing leader Marshawn Lynch finished with 103 yards for Seattle (4-3).

It's now Harbaugh 3, Pete Carroll 0 since these coaching rivals started facing off in the NFL last year after all those memorable moments in the college game.

Harbaugh's teams sure have shown they are quick to forget their losses. The 49ers improved to 5-0 after regular-season defeats since reigning NFL Coach of the Year Harbaugh took over before last season.

Pulling off this one could give the 49ers some momentum, too. It was the first of two straight prime-time games for San Francisco, which doesn't play again until Oct. 29 at Arizona.

The defensive fight left the animated coaches shaking their heads and hollering on opposite sidelines all game, offering plenty of entertainment for the sellout crowd of 69,732 at balmy Candlestick Park.

"We found ourselves in a real slugfest here today," Carroll said. "I'm not surprised it could have gone that way with two good defenses and two teams committed to running the ball."

These teams met in Weeks 1 and 16 last season, with the 49ers beating Seattle 33-17 at home for Harbaugh's first victory as an NFL coach.

This one was close until the end.

"We had a long drive in the third quarter. We just kind of felt them start to give up a little bit, and they knew we were just going to keep running the ball on them," 49ers right guard Alex Boone said. "It was more of, 'Let's get back to our roots and do what we're good at,' that's being physical, pounding the ball. Frank's a great runner."

After Walker's touchdown, Dashon Goldson intercepted a deep pass by Russell Wilson to thwart Seattle's next drive after NaVorro Bowman clobbered the rookie quarterback as he was trying to throw.

Smith gave the ball back with an interception of his own early in the fourth quarter. His fifth interception of the season matched his total from all of 2011.

Harbaugh went to backup Colin Kaepernick for one keeper play that lost a yard, then Smith returned for third-and-goal on the 7. He scrambled to his left looking for an open receiver and Brandon Browner jumped in front of a pass intended for Randy Moss.

That gave Seattle the ball back with 11:58 remaining. Yet again, the Seahawks couldn't capitalize on a night of missed opportunities and dropped balls.

Gore had his third 100-yard game of the season, not to be outdone by Lynch on the other side.

"I just got in that rhythm, and once I get in that rhythm, I feel I can't be stopped," Gore said.

Lynch carried 19 times and bounced back from a 41-yard outing in Sunday's comeback 24-23 home win against the Patriots. The 49ers and their top-ranked defense hadn't allowed a 100-yard rusher in 22 consecutive home games before New York's Ahmad Bradshaw ran for 116 yards and a touchdown Sunday - and now the Niners made it twice in five days.

Not that they should have been too surprised. This is Lynch, after all.

The last time they faced off, on Dec. 24, Lynch ran for 107 yards as San Francisco's defense had its streak of not allowing a 100-yard rusher end at 36 games. And his 4-yard touchdown run in the fourth quarter also was the first TD rushing allowed by San Francisco all season.

Wilson, who spoke leading up to the game that he couldn't wait for his introduction to this heated rivalry, went 9 of 23 for 122 yards, an interception and two sacks. Aldon Smith sacked him with 1:25 left, then Paul McQuistan was called for a chop block on Smith in the end zone with 43 seconds left. It would have been an automatic safety, but the 49ers declined the penalty. The play was reviewed and Seattle was short of the first down.

Wilson faltered after he threw two late touchdown passes as the Seahawks rallied for 14 points over the final 7:31 to stun New England on Sunday.

"The way we lost was frustrating. We could have done some things better," Wilson said. "I could have done some things better."

San Francisco was in control of the division at this stage last season - sitting at 5-1 - but needed a big second half Thursday after a quick week of preparation.

Steven Hauschka kicked a 52-yard field goal as Seattle scored first for the seventh time in as many games this year. He added a 35-yarder early in the second quarter but missed wide left on a 51-yard try later in the quarter.

David Akers, who had eight of his NFL-record 44 field goals in the two games against the Seahawks last season, booted a 38-yarder late in the first quarter to make it 3-3.

This experience should include systems management of Digital Trunked/Simulcast Radio networks, and/or Microwave System Engineering, design and installation; layer one infrastructure; hardware/software installations and upgrades; technical troubleshooting, mentoring and training of technical staff.
  • Two years of experience working in a large-scale environment and supervising highly technical staff.
  • A bachelor's degree in electrical engineering, and electronic systems engineering or a related technical field. Coursework should include advanced electronics, RF and Microwave physics and network concepts.
  • Working irregular hours, second and/or third shifts, weekends, holidays, and evenings may be required.
  • Experience engineering, installing and directing maintenance activity on Motorola P25 ASTRO Trunked Simulcast Radio and Licensed Harris/Aviat Digital Microwave Networks.
  • Experience configuring, programming, and developing Code Plugs for Digital Portable/Mobile Radio subscriber equipment, (preferred: Motorola, EFJohnson, Kenwood, Tait, Thales, BK Relm, Harris)
  • Three or more years of extensive experience supervising technical staff in the performance of Radio Network scheduled and unscheduled maintenance activities.
  • Ability to ascertain that Federal Communications Commission (FCC) requirements regarding licensing, operation and technical performance of radio networks are met.
  • Ability to prepare complex plans and direct implementation of the same.
  • Have worked with suppliers of radio equipment to ensure technical, operational, and performance requirements are met.
